COMMISSIONERS PROCEEDINGS PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS AT THE COURTHOUSE IN SUNDANCE, CROOK COUNTY, WYOMING WEDNESDAY, JANUARY 2, 2013 8:03 o'clock a.m. Present were Chairman James W. Hadley, Vice-Chairman Kelly B. Dennis, Member Jeanne A. Whalen and County Clerk Connie D. Tschetter. The Pledge of Allegiance was recited to the Flag. The minutes from the previous meeting were approved. Kelly moved to approve to leave the officers the same as 2012, James W. Hadley as Chairman and Kelly B. Dennis as Vice-Chairman of the Board of Crook County Commissioners. Jeanne seconded, all ayes, motion carried. Jeanne moved to approve the following: Official depositories for the County 2013: Sundance State Bank-Sundance, Wyoming Pinnacle Bank-Moorcroft, Wyoming Summit National Bank-Hulett, Wyoming Wyo-star Investment pool (through Wyoming Wells Fargo State Treasurer at Cheyenne, WY) Authorize Mary Kuhl, County Treasurer to invest the County funds according to Wyoming Statutes and reaffirm Resolution 8-1996 Statement of Investment Policy for Crook County. Authorize acceptance of negotiable paper as stated in Wyoming Statutes 18-3-505 and allow the lender credit card. Kelly seconded, all ayes, motion carried. ~Jeanne moved to appoint Chairman Jim Hadley, in his absence Vice-Chairman Kelly Dennis or Member Jeanne Whalen, as Crook County's voting member of the Wyoming County Commissioners' Association. Kelly seconded, all ayes, motion carried. Kelly moved to appoint Jeanne Whalen as Crook County Volunteer Fireflghters Association Advisory Board Member. Jeanne seconded, all ayes, motion carried. Kelly moved to appoint Jim Hadley as the Crook County Employer Representative with Western Pathology Consultants, Inc. Jeanne seconded, all ayes, motion carded. Mary Kuhl, County Treasurer, Lisa Fletcher, County Assessor and Joe Baron, County Attorney were present to go over items of interest within their departments. Jeanne disbursements for month The Board did a Ribbon Cutting for the new ADA compliant courthouse elevator which was funded by a grant received from the Wyoming Business Council. Also present were Dave Spencer, Wyoming Business Council, Randy Gill, Facilities Maintenance Foreman, Katie Allen, Road and Bridge Secretary and Jeff Moberg, The Sundance Times. The Board reviewed the Board applications that they received. Jeanne moved to re-appoint the following: Andrea Wood - Crook County Fair Board Member- Five Year Term Kelly seconded, all ayes, motion carried. Kelly moved to re-appoint the following: Roger Connett - Northeast Wyoming Economic Development Coalition Director, representing Private Sector- Three Year Term Jeanne seconded, all ayes, motion carded. Also present were Bob Gilbert, Crook County Weed and Pest, Dave Spencer, Wyoming Business Council, Andrea Wood, Member, Crook County Fair Board, Joe Baron, County Attorney and Mary Kuhl, County Treasurer. Dave ~Spencer, Wyoming Business Council, informed the Board that there may be an opportunity for the County to receive funding through the Wyoming Business Council for the roads that Rare Element Resources and Strata Energy will be using. Also present were Joe Baron, County Attorney and Andrea Wood, Member, Crook County Fair Board. Morgan EIIsbury, Road and Bridge Foreman and Randy Gill, Facilities Maintenance Foreman, gave a monthly report. Kelly moved to approve a WYOLINK Membership Agreement by and between Crook County Road and Bridge and the State of Wyoming, by the Wyoming Public Safety Communications Commission. Tim Lyons, Growth and Development Administrator, gave a monthly report and a subdivision and deed report. Also present were Joe Baron, County Attorney, Linda Tokarczyk, Rare Element Resources, Steve Kozel, USDA Forest Service, Jeremy Dedic, Wyoming State Forestry, Wayne Garman, Supervisor and Sarah Anderson, Office Manager, Crook County Natural Resource District (CCNRD}, Cindy Larom, Bureau of Reclamation, Brian Sebade, NE Area Range and Natural Resources Extension Educator, Morgan EIIsbury, Road and Bridge Foreman, Jeff Moore, Coates Field Service with ONEOK and Dave Spencer, Wyoming Business Council. The following people gave an update on items of interest within their departments: Cindy Larom, Bureau of Reclamation; Brian Sebade, NE Area Range and Natural Resources Extension Educator; Jeremy Dedic, Wyoming State Forestry; Wayne Garman, Supervisor and Sarah Anderson, Office Manager, CCNRD; Steve Kozel, USDA Forest Service; Linda Tokarczyk, Rare Element Resources and Jeff Moore, Coates Field Service with ONEOK. Discussion was held on a Detailed Analysis Rare Element Resources, Inc. Exchange Proposal. Dave Spencer, Wyoming Business Council, informed those present that there may be an opportunity for the County to receive funding through the Wyoming Business Council for the roads that Rare Element Resources and Strata Energy will be using and that Industrial Road Funds through the Wyoming Department of Transportation may also be available. Lisa Fletcher, County Assessor, presented tax roll additions. Kelly moved to approve the following tax roll additions: 2007-337; 2008-357; 2009-209; 2010-89; 2011-53 and 2012-20. Jeanne seconded, all ayes, motion carried. Wayne Garman and Andrea Wood, Members, Crook County Fair Board, gave a monthly report. Also present were Joe Baron, County Attorney, Mary Kuhl, County Treasurer and Tim Lyons, Growth and Development Administrator. Andrea Wood, Member, Crook County Fair Board, asked if the Board has a stipulation On how the Fair Board funds the entertainment for the fair. The Board informed her they do not have a stipulation and it is up to the Fair Board. Also present was Joe Baron, County Attorney. The meeting adjourned at 3:37 o'clock p.m. Thursday, January 3, 2013 8:00 o'clock a.m. Present were Chairman James W. Hadley, Vice-Chairman Kelly B. Dennis, Member Jeanne A. Also present was Tami Baron, Member, Crook County Library Board. Gari Gill, County Fire Warden and Jim Pridgeon, Homeland Security County Coordinator, gave a monthly report. Kelly moved to authorize Chairman Hadley to sign an Amendment to FEMA Disaster Declaration FEMA-4007- DR-WY, when the County receives it. Jeanne seconded, all ayes, motion carried. Morgan EIIsbury, Road and Bridge Foreman and Randy Gill, Facilities Maintenance Foreman, gave a monthly report. Jeanne moved to approve a Policy on Mitigating Fugitive Dust on County Roads. Kelly seconded, all ayes, motion carried. Also present were Joe Baron, County Attorney and Mike Proctor. The Board discussed a letter received from the CCLUP&ZC informing the Board that Brian Marchant has missed three consecutive regularly scheduled CCLUP&ZC monthly meetings. The Board will hold a hearing on February 5, 2013 at 10:30 o'clock a.m. in the Commissioner's Room at the Courthouse in Sundance, Wyoming, to determine whether or not to remove Brian Marchant for cause from the CCLUP&ZC. Also present were Joe Baron, County Attorney, Morgan EIIsbury, Road and Bridge Foreman and Randy Gill, Facilities Maintenance Foreman.
