Land Use Planning and Control for Cities!!! You say nonsense, we already have zoning. Yes, but "You haven't seen nuthin' yet if the Land Planners have their wayll The same powers that can tell a person what to do with his property in the country can also tell you what to do with your property in the city ! ! ! In Russia people in town do not own-their own homes, its owned by the government. All rents are paid to the government. Each person is allotted 60 to 80 square ft. of floor space and the government assigns enough people to each building to make this quota. REAL LAND USE PLANNING! CAN IT HAPPEN IN AMERICA? With the higher and higher costs of building that will result if we turn control of our land Over to bureaucrats and politicians, the average person will not be able to own or build his own homel It's almost there now. Is it fair for you who have big homes with only small occupancy while others have none? If the Land Planners (well intention. ed but badly misinformed people) have their way, you could be much closer to forced government sharing of your home than you think ! Abolition of Property In Land Here is a timely waming about what is happening to our private lands Noted Fabian Socialist, John Maynard geynes (1882-1946), in his book ht America--the cemmunim' dream is neady here. "The General Theory of Employment, Interest, and Money" said (p. 378) that oy William W. Porter II. "the necessary measures of socialization can be introduced gradually and In 1872, the year Yellowstone Park was established, the Communists in without a break in the general traditions of society." The book, published in New York translated the Communist Manifesto into English and published 1936, had and still has a wide influence, having been widely circulated by it. Its clear language states the Communists' objective: "Abolition of private liberal faculties and their graduates. Gradually increasing direct control over Property,,, and parfii:ularly "abolitionS'of property in land," .... ~ .......... ~ land through regulation would avoid the inevitable resistance to outright One hundred years later the Communist imperative of "abolition of seizure. Gradual regulation is the Communists' insidious tool because no property in land" was nearing accomplishment by a series of laws, federal single step seems worth a fight and the objective is attained step by step and local which gradually eroded property rights, by default. When regulation is complete in its totalitarianism, i. e. Communisml A DREAM OF FALSE SECURITY We have been living in a dream of false security in the belief that Com- '~unism was not imminent because we recognized no significant signs of nationalism of land or efforts to seize ownership. We have missed the reality that the technicality of land ownership is only incidental; and that man at- -- -- -- Y tributes of ownership hve been abolished. The owner's right to operate and use his land is being lost to an authority with complete power to regulate. The owner still holding only the empty title, doesn,t realize his private prop- e.rty in land is being abolished in ascordance with the Communists' goal so cJ_early expressed in 1872. With the State in complete control of land, it ueCome immaterial who "own=" it. Progress along the Keynesian shortcut to socialism by acquistion, not of OWnership, but of its equivalent, full regulatory power, is frightening. To regulate a nation without physical force, you have to condition a PeOlde to accept continuing regulation. That is what Communists have done, and are doing. Few know just how the communist influence is applied. Communism's goal is not being achieved by Communists, but by legislator=, with an assist by a not toe well informed judiciary, and by executive action. It seems certain that few, if any, legi~tors are communists, and probably don't even realize what they are doing. But they must be stopped while, or perhaps if, there is still time. Communist technique is hard to stop since they recognized half a century ago that their goals were not attainable under their own aegis. Shortly after World War I the Intercollegiate Socialist Society changed its name to League of Industrial Democracy which is active on campuses to day. Communists have a knack for getting others to do their groundwork for them. The most recent thrust is by the militant environmentalist (as distinguished from true conservationists), who sometimes manage to deliver the vote from an unsuspecting public as they did to pass Proposition 20 (Coast control) last November in California. Consequently they have an influence on legislators. One wonders how bills like 1301 and 966 which radically reduce private land use, got through the 1972 California legislature. WE MUST WAKE UP At any rate, it is time for America to wake up to a dangerous situation: land 1. Communists clearly expresed their prograM to "abolish property in in 1872. The going was slow at first under the Homestead, and other land laws. 2. John Maynard Keynes in 1936 showed how to accomplish the Com- ~nunist's goal by gradual government acquisition of the rights appertaining o land ownership, leaving the "owner" with only the empty title. I 3. Most recent assaults by the militant environmentalists have been against and n ahonal w=th fltlcal ressure and ro a anda property rights, statea dn " " , " po'" p p p g . /~ California case in point is their recent demand that large areas of private land be alienated as "open space' for their personal aesthetic enjoyment even though more than half of California is already "open space" under government ownership. Truly the Communists have abundant cause to celebrate their centennial in 1972. (The author, a consulting geologist, graduated from Harvard, magna cure laude.
