Page 8 - Thursday, August. 4, 2011 PUBLIC NOTICE Pursuant to the Wyoming Administra- tive Procedure Act and the Wyoming Public Service Commission&apos;s (Com- mission) Procedural Rules and Special Regulations, notice is hereby given of Powder River Energy Corporation's (PRECorp or the Company) applica- tion for authority to revise its idle service tariff and associated rules and regulations. On July 14, 2011, PRECorp filed its application together with supporting testimony and proposed revised tariffs, requesting authority to revise its idle service tariff, effective October 10, 2011. PRECorp states that the idle service tariff applies to customers who have otherwise fulfilled the terms of a service contract, and have no imme- diate need for continued service, but want to have the electric infrastructure left in place for possible use in the future. The current idle service tariff contains a single charge of $210 per year without regard to the rate class which applies for the service. The revised tariff provides a monthly rate that will vary by class, as follows: Residential/Seasonal $15.00 Irrigation $15.00 General Service $18.00 General Service CBM $35.00 Large Power $79.00 Larger Power CBM $100.00 In the application, the Company states that historically it has not promoted the use of the idle service tariff and as a result very few members have made use of the rate. PRECorp conducted an assessment of its distribution sys- tem and has discovered that there are potentially many unwanted services which could be retired. Retiring those unwanted services would result in reducing the overall cost of providing service. However, the Company be- lieves it is important to provide affected members the opportunity to keep lines in place under its revised idle service tariff, prior to retiring the service lines. While the affected customers may be from any rate class, the existing idle line tariff provides only one charge based on the cost of providing service to residential customers. Therefore, the Company states its proposal to revise its idle service tariff is designed to provide a fair recovery of the costs associated with keeping a line in place for each rate class. PRECorp states that currently there are only 13 customers taking service under its idle service tariff, ten residen- tial customers, two seasonal custom- ers and one irrigation customer. The proposed charge for all those currently being served will be $15.00 per month or $180 per year, which represents a $30 per year decrease. The Company asserts that the number and class of potential future customers that may take service under the revised idle service tariff are not known and measurable and therefore there is no method for estimating the additional revenue which may be earned under the revised tariff. The requested idle service fees are subject to in- creases or decreases as a result of any settlement negotiations and the result of public hearings before the Commission. Therefore, this notice may not accurately describe the final outcome of this case. Customers with questions about how the case may affect them should contact PRECorp directly for further information. PRECorp's application is on file with the Commission at its offices in Chey- enne, Wyoming, and atthe Company's offices located in Sundance, Wyo- ming, and may be inspected there by any interested person during regular business hours.
