Projects should meet the criteria outlined in Pub- lic Law 106-393. Project funds may be used to enter into and implement coop- erative agreements with willing federal agencies; state and local governments; private and non- profit entities; and landowners for the protection, restoration, and enhancement of fish and ,~ildlife habitat and other resources on federal land and on non-federal land where projects would benefit National Forest resources.
