The minutes from the previous meeting were approved. Kelly moved to approve the following resolution: RESOLUTION NO. 2012-21 FISCAL YEAR 2013 BUDGET AMENDMENT WHEREAS Crook County adopted the Fiscal Year 2013 Budget in accordance with the Wyoming Uniform ,Fiscal Procedures Act; and WHEREAS the Board of Crook County Commissioners wishes to amend the adopted budget in accordance ,.with the same Act; and WHEREAS, no protests were received regarding such transfer. On January 2, 2013 at 10:30 o'clock a.m. the Board will make the following Board appointments: One Crook County Fair Board Member- Five Year Term One Northeast Wyoming Economic Development Coalition Director, representing Private Sector- Three Year Term All interested parties are encouraged to apply. Applications can be obtained from the Crook County Clerk's Office, P.O. Box 37, Sundance, WY 82729,307-283-1323. All applications must be submitted to the County Clerk by or before January 2, 2013 at 10:30 o'clock a.m. On January 2, 2013 at 10:30 o'clock a.m. the Board wiUmake the following Board appointments: One Crook County Weed and Pest Director, Area 2 - Four Year Term One Crook County Weed and Pest Director, Area 3 - Four Year Term One Crook County Weed and Pest Director, Area 4 - Four Year Term A district board member must be a qualified elector (registered voter and bonafide resident) of the board member area he/she is to represent, but he/she is not required to be a landowner. Prior to appointment, the nominee for Director shall submit a petition signed by at least ten (I0) landowners to the Office of Crook County Commissioners at least five (5) clays before the date of the meeting. All interested parties are encouraged to apply. Petitions can be obtained from the Crook County Clerk's Office, P.O. Box 37, Sundance, WY 82729, 307-283-1323. All petitions must be submitted to the County Clerk by or before December 28, 2012 at 5:00 o'clock p.m. Jeanne moved to appoint the following: Dallas L. Rolf - Crook County Predatory Animal Control - Three Year Term Kelly seconded, all ayes, motion carried. Board Member representing Sportsmen and Hunters Morgan Ellsbury, Road and Bridge Foreman and Randy Gill, Facilities Maintenance Foreman, gave a monthly report. The meeting adjourned at 12:09 o'clock p.m. 1:00 o'clock p.m. Present were Chairman James W. Hadley, Vice-Chairman Kelly B. Dennis, Member Jeanne A. Whalen and County Clerk Connie D. Tschetter. Susan Rice, Aladdin Homemakers, requested permission for the Aladdin Homemakers to dispose of the kitchen cabinets and two old propane cookstoves in the Aladdin Community Building. Discussion was held and Kelly moved to approve for the Aladdin Homemakers to dispose of the kitchen cabinets and the two propane cookstoves as the Aladdin Homemakers see fit. Park $1,067.15 Total $1,674,420.94 At 2:00 o'clock p.m. the Board met as the Crook County Board of Equalization. At 2:06 o'clock p.m. the Board went back into regular session. Jeanne moved to approve a Cooperative Forest Road Agreement 13-RO-11020300-005 Between Crook County Commissioners Crook County, Wyoming and the USDA, Forest Service Region 2, Black Hills National Forest. Kelly seconded, all ayes, motion carried. Joe Baron, County Attorney, Morgan EIIsbury, Road and Bridge Foreman and Tim Lyons, Growth and Development Administrator, discussed the Forest Service FERTA Easement request. The Board agreed to proceed with public hearings to gather input on which roads through the Black Hills National Forest should become or remain as County Roads. Also present was Ogden Driskill, Wyoming State Senator. The meeting adjourned at 3:30 o'clock p.m. Wednesday, December 5, 2012 8:00 o'clock a.m. Present were Chairman James W. Warren Oyler, Resident Engineer, Wyoming Department of Transportation (WYDOT), gave an update on bridge and road projects. Also present was Morgan EIIsbury, Road and Bridge Foreman. Joe Baron, County Attorney, was present for the public hearing for the Board to discuss whether or not to suspend Richard A. Nelson dba Fort Devils Tower's County Retail Liquor License, due to his failure to pay sales tax to the State of Wyoming. The County Attorney presented Exhibits No. 1,2, 3, 4 and 5 and the Board accepted them into the record. Kelly moved to accept and sign the Order Suspending Liquor License prepared for this case. Jeanne seconded, all ayes, motion carried. The Board discussed the County Surveyor position with Ralph Goodson, Bearlodge Engineering and Surveying. Kelly moved to appoint Ralph W. Goodson as the Crook County Surveyor for 2013 and to approve the Bond for Ralph W. Goodson, Crook County Surveyor. Jeanne seconded, all ayes, motion carried. Also present was Joe Baron, County Attorney. Gari Gill, County Fire Warden and Jim Pridgeon, Homeland Security County Coordinator, gave a monthly report. morgan EIIsbury, Road and Bridge Foreman and Randy Gill, Facilities Maintenance Foreman, gave a monthly report. Also present were Wally Lyons, Elizabeth Lyons, Randy Beckman, Mike Dirks, Pam Beckman, Bill Dirks and Joe Baron, County Attorney. Discussion was held on a request from Wally Lyons and Elizabeth Lyons to redevelop River County Road No. 278. The County denied redeveloping this unmaintained County Road.
